Competitive Range Solutions requires the expertise of a talented, experienced, and agile Budget and Program Management Analyst to perform as a principle technical advisor related to acquisition planning, execution, budget management, administration portfolio for DISA.
Roles and Responsibilities:
- A principle technical advisor related to acquisition planning, execution, budget management, administration portfolio at DISA.
- Provides technical support of video and data dissemination, Cross Domain Solutions (CDS), tactical relay, satellite communications ground stations and technical personnel.
- Briefs portfolio status and financial expenditures to the PMO, Gateway Division Chief and Transport Program Executive Office.
- Must possess understanding of the portfolio to include costs associated with tactical relay, Gateway, and full motion video dissemination procurement.
- Provides management support for a major portfolio valued more than $100 million containing five separate program blocks.
- Analyzing financial data; Evaluate historical and current financial data and prepare reports and projections.
- Reviews financial and budget related documents for compliance
- Assists the interdisciplinary team of computer scientists, engineers, and resource managers. with strategic planning, programming, and budgeting for the program.
- Provides contract administration functions by reviewing technical requirements, reviewing costs, developing technical specifications, and monitoring contractor work in progress.
- Directly assists the program in analyzing funding and budgeting shortfalls within the various programs as well as providing expert advice on possible way forwards and solutions to the identified.
Qualifications:
- Must have secret clearance and be able to obtain and maintain a Top-Secret clearance.
- Satellite Communications and Airborne Intelligence, Surveillance, and Reconnaissance experience is desired, but not required.
- Technical knowledge to be able to review and critique documents, briefings and meeting notes and provide expert analysis of issues, concerns, and advise leadership with well-thought out, possible solutions for items identified during the analysis.
- Technical expertise in the DoD Program Objective Memoranda (POM) DoD Planning, Programming and Budgeting System (PPB) process, developing budgets and providing analysis across the Future Years Defense Program (FYDP).
- Strong MS Office skills, particularly Excel, Access, Word, and PowerPoint.
- Excellent organizational skills
- Excellent verbal and written communication skills are required as this position requires the delivery of regular reports and briefings which must be well written, rational, logical, and coordinated.
Citizenship/Clearance requirement: Candidates must be a U.S. citizen, hold a current Secret clearance and be able to obtain and maintain Top Secret clearance.
Location Requirement: Remote, with weekly meetings at DISA HQ, Ft. Meade, MD.
